THE NHIS AND ITS ARISING MATTERS

The National Health Insurance Scheme is a replacement for the cash-and-carry system. The NHIS and its arising matters is to help instant medication before money was available for treatment.

The NHIS began with the enactment of the National Health Insurance Act (Act 650) in 2003. It subsequent operation of the scheme began in 2004. Over the years, the Scheme has helped in healthcare delivery to various Ghanaians nationwide.

The National Health Insurance Authority (NHIA) has distributed some GH¢180 million to healthcare providers across the country. The payment mainly to cover claims submitted and vetted up to December 2023. The money given was on the merit that, the NHIA owes these healthcare centers.

In a statement released by the Acting Chief Executive of NHIA, Dr. Da Costa Aboagye, he indicated that the payment was part of the authority’s mandate as a payer of healthcare services in Ghana. NHIS benefit package mandates are outlined in the programme.

The benefit package of the NHIS encompasses over 95 per cent of disease conditions. Additionally, it includes more than 550 formulations on the NHIS medicines list. The package ensures and outlines comprehensive coverage for all diseases under the scheme.

Dr. Aboagye stated the NHIS’s commitment to delivering quality healthcare to all its subscribers. Similarly, it also assures its stakeholders of timely payments within the accepted 90-day window for vetted claims.

He said, “With this payment, the NHIS is on track and not in arrears as to stays within the accepted 90-day window for the payment of vetted Claims”.

Healthcare providers are granted credentials to provide services to NHIS members. The healthcare providers are obliged by an agreement to comply with the NHIS medicines list.  Additionally, they are also to provide service tariffs, failure of which could attract sanctions.

Dr. Aboagye stated, “As a result of recent economic conditions, the NHIA in collaboration with the Ghana Health Service, Christian Health Association of Ghana, and other stakeholders is comprehensively reviewing the NHIS Medicines Tariffs for appropriate adjustments to be considered”.

In health care centers where there are illegal fees and extortion encountered by NHIS members, conclusively, the NHIA along with key stakeholders, planned to intensify public education. The NHIA also seeks to promote members’ entitlements, and engage communities to enhance understanding and ownership of the NHIS.

NHIS members made to pay for diseases that the Scheme covers, he, therefore, urged them to report such instances to their local NHIS District Offices. This is to help to combat such practices effectively.
